restoring a metal tole painted tray with rust spots

The tray has 3 or 4 rust spots smaller than a dime. The tray is antique. What I need to know is how to go about getting rid of the rust and what kind of paint to use to touch it up. Thank you

If the tray is an antique I would take it in to a professional for restoration. I don't mess around with antiques. Done by an amateur, restorative work will diminish the value of the antiquated item.
