My paint is chipping off!

I have painted gourds for outdoor birdhouses. I used the Rustoleum® enamel and it chipped off. I contacted Rustoleum® and they said it shouldn't have done that. I next primed the gourds with primer and it has still flaked off. What can I do to stop the flaking?
