I have Tulip Treasures fabric paint that I want to thin. What can be used?

You should not thin the fabric paint with water as it will compromise the paint which will make it fade and deteriorate.

If Tulip has a spray-on fabric paint you may want to mix the same color in with your brush-on fabric paints.

I'm not aware of any acrylic thinners for fabric paint.

I like to use fluid Golden Artist Colors mixed 1:1 with GAC 900. It's very fluid and the fabric remains very soft after painting.
