How do I prepare surface of peeling painted milk cans to repaint?

Remove any flaking and loose paint with a wire brush.

Use steel wool all over the milk can and then wash it all down with soapy water, rinsing thoroughly.

Use hairdryer to ensure everything is completely dry.

Apply rust inhibiting primer.
