Unless you're varnishing outdoors and are exposed to the falling snow, yes you can varnish.
Your question raises a good point. Does the weather affect varnish. Yes. In the cold and damp it may take much longer for varnish to dry and cure. While very hot and dry conditions will make the varnish dry much faster.
